Regulatory sandboxing is a new approach to facilitating experimentation and reform in the context of a rapidly changing energy market. Pioneered in the financial sector and then adopted by the UK regulator in the energy sector, Australia’s National Electricity Market (NEM) is in the process of introducing its own regulatory sandbox mechanism. This presentation will provide an introduction to the design of regulatory sandboxing in the NEM, what factors have shaped the design of the sandbox framework so far, and what lies ahead in terms of implementing the framework.
About the speaker
Olivia Boyd is an Assistant Director at the Australian Energy Regulator, working on issues relating to regulatory innovation, new market development and electricity network regulation. Prior to joining the AER in 2017 Olivia had a range of roles in government, energy and market research in Australia and China.
